In order for a vote to be held to see if workers want a union, at least 40 percent of workers must sign membership cards. There is no charge to sign a CUPE membership card in Ontario.
The union certification process is confidential. Employers are not entitled to know who signed union cards. Votes are held by secret ballot, which is typically an online ballot.
